Many experts believe that a big jackpot is the key to driving ticket sales. They argue that it attracts the attention of news media, which gives the game free publicity. In addition, it reassures consumers that they are doing their civic duty by supporting a worthy cause (i.e., the state). But this argument fails to take into account that a lottery\u2019s popularity is not necessarily related to a state government\u2019s overall financial health.
